Ugh, made a slight error on his last name. It is Davide Icke. I first came across one of the various UFO shows (I forget which one was first, but the last I saw was on the Ancient Aliens episode talking about humans and dinosaurs).
Wikipedia actually does a decent job covering what he was known for…such as the top families in the world (the Bushes, the British Royal Family, the Rockefellers) etc. were bred to rule the world, and spreading a reptilian bloodline…
