That much has actually been shown by government documents and whatnot…that they acted in deliberate misdirection (through various avenues).
I mean, if I had the wreckage of true alien craft in my hands, and there was absolutely no way to keep it under wraps…then the next best thing would be to create, say, 10 fake alien crashes/landings.
Of course, where a human agency created them, it wouldn’t take much do discredit them…and when investigators got to the true one, almost everyone else around them would shrug their shoulders, say “Give it a rest already…” and move on to the next interest.
I’ve often thought the same thing. Especially a case like Roswell. It’s become so popular and romanticized that I find it hard to believe anyone making any serious effort to cover anything up. It seems much more likely that “they” would use the opportunity to build on the disinformation.
I can easily imagine it starting off as a simple Project Mogul cover up and once it started drawing attention it would be easy to monopolize on that to create a lot of hype and mythology to draw attention away from more credible UFO incidents; like Shag Harbor and Bentwaters, for example.

And obviously I am speaking hypothetically about the alien stuff 😉
